Withdraw transaction

The issue command is only valid for Issuing bodies for a given area.

Withdraw is a command, which withdraws the entire certificate. This means that no transaction can be performed on the certificate and that existing climas are unclaimed. When this happens, Stamp opens up for a new certificate can be issued in the same timespan from the same metering point id.
